Wahroonga Estate Concept Plan
The Concept Plan for Wahroonga Estate was approved in 2010 under Part 3A of the Environment and Planning Act 1979, as a significant site. There were 500 additional dwellings approved to be built on the Wahroonga Estate. This means 500 units/townhouses were approved, adding to our daily traffic nightmare. However, no DA has been submitted to KMC Council for these 500 dwellings to be built. However, there is a DA for the Display Suite lodged with KMC Council to sell these units off the plan to the public, the display suite is planned to be there for 5 years, however approval was only given for 2 years operation.
Under the approved 2010 Concept Plan and its subsequent modifications, the 500 units/dwellings have been approved by NSW Planning and Environment. They will still be subject to Ku-ring-gai Council regulations at the DA stage only, the Council can only at this stage submit submissions to NSW Planning and Environment objecting to the current modifications increasing height and footprint.
However, the only way they can be completely stopped is if the Seventh-day Adventist Church withdraw the 500 units/dwellings from the Concept Plan.

Australasian Conference Association Limited owns ALL of the Wahroonga Estate (it is wholly owned by the Seventh-day Adventist Church). It formed a joint venture with Capital Bluestone in 2014 to develop the 288 units on the Wahroonga Estate on Fox Valley Road.

In December 2017, a modification know as MOD 8 was submitted to the Department of Planning and Environment, know as a s75 application to increase the height, footprint and parking for the 200 units behind the Wahroonga adventist School.
Local residents, church members and parents submitted 112 submissions opposing the development of the units back in June 2018. Capital Bluestone and the South Pacific Division of the Seventh-day Adventist Church did respond to our submissions and Block D near the school was removed. The Wahroonga Adventist School has subsequently purchased the land that Block D was to be built on. On the 5th October 2019, the Department of Planning submitted a Final Assessment Report for the NSW Independent Planning Commission to now review.
The South Pacific Division of the Seventh-day Adventist Church and Capital Bluestone are pushing ahead with this development application despite our concerns. They are planning to submit a DA for the 200 units, based on the MOD 8 Final Assessment Report by NSW Planning, even though it has not been reviewed by the IPC.
As of the 19th October 2019, we are waiting for the IPC Public Meeting to be scheduled. This should be announced in the coming weeks.
We need as many community residents as possible to register to speak at this meeting.

MP07_0166 MOD 7 Wahroonga Estate Concept Plan
In mid January 2019, the South Pacific Division of the Seventh-day Adventist Church submitted MODIFICATION 7, to the Wahroonga Estate Concept Plan to include a 180+ childcare centre on the corner of Fox Valley Road and the Comenarra Parkway. It is planning to repurpose the old Wahroonga Adventist Primary School Buildings. More than 37+ objections were submitted to NSW Planning opposing MODIFICATION 7.
In September 2019, the SPD of the Seventh-day Adventist Church withdrew MOD 7 for the re-purposing of the Old Wahroonga Adventist Primary School. No reason was given.

The Ku-ring-gai Local Planning Panel has approved the DA 0058/18 for the construction of a display suite and 11 space carpark on 161, 163 & 185A Fox Valley Road, the entrance and exit will be on Fox Valley Road near the new Wahroonga Adventist School buildings. It was approved after the KLPP members listened to community concerns at a meeting on Monday 17th December 2018.
The South Pacific Division of the Seventh-day Adventist Church and the developer Capital Bluestone are planning to use the display suite for the next 5 years. It will be used to sell of the plan the 200 units proposed near the SAN Hospital and another 88 units to be located on 136-144 Fox Valley Road.
